It's not a scam for them. For the US it is, because we have so much oil. It doesn't make sense to disrupt a whole economic stalwart to "save the planet". It however does make sense for them, as they lack oil. And they could sell those cars to countries who don't want that oil dependence.

There are charts out there showing China's total coal burning per capita throughout history, and they don't even come close to the United States. They're also the world's factory. So if you account the exported items produced and remove the coal burning power for it, it's even lower.
