You are referring to executive agreements
We discuss this all the time in regards to Ukraine nukes, but those are not treaties
They are not ratified by the Senate, nor carry the force of the law of the land

The actual text of those agreements reads:

This is a promise to not embargo Israel, which was a thing, a happening if you will, in the '70s.
I'm not reading anything between the lines here, just the plain English of the agreement.
We'll sell oil to Israel if we have any for sale.
US oil reserves, and priority over US states, are never mentioned in those memoranda.
