You got to weigh up the options. Generally the chance of being killed or wounded varies a lot depending on the situation, your nation, the theater, and the service. For example in WW2 for an American combat soldier on the Western front it was about a 27% chance. But for a German Waffen SS soldier it was about 75%. Even worse if you served as a tanker crew in the SS Panzer divisions, which saw causality rates over 90%.
But here is the good news. During WW2 less only about 20% of enlisted men ever saw direct combat. Crazy isn't it? I presume that if a draft is being instituted circumstances would be dire enough to justify it. Which would necessarily mean a big enough conflict that the regular military couldn't handle it on its own. There would of course be resistance and people who didn't want to comply. There were groups at the start of the global war on terror who were against the war.

And more to the point how exactly would you supposedly identify these people? ICE agents go around with their faces co ered and with no identification. They know people dont like them and they dont advertise who they are. So you see even in this regard there is a lot of information asymmetry going on.
