He honestly missed an opportunity. Because it isn't a gun and really doesn't operate like one, he had a world of design to work with. The reason rifles and pistols are the standard shape they currently are is because of the way they operate. He could have made a blow dart type or something you wear on your wrist, or even some bizzaro impractical shit like battlefield earth. He went with the classic pistol revolver design which tells me he didnt put much thought into it beyond "I want it to shoot something"

actually, technology has not stood still and 'less leathal" pistols such as the vesta are now availible that shoot .50 cal at about 30 joules. The pistelle x68 shoots an even larger caliber at roughly 60 to 80 joules. Mind you, there are firearms (.22 short snub nosed pistols for example) that shoot with less power. 22LR starts at about 100 joules, depending on the munitions. So 60 joules from such a tiny 12 gram C02 capsule is... well, quite impressive.
