This is good. Most countries have a system like this. I live in Las Vegas. Vegas locals get cheap and free parking. If you pay local or federal taxes that fund a place, you should get priority. When I went to Mongolia, every place had a local price and a tourist price. This did not bum me out at all. Tourists need to learn their place.

If I visited, say, the UK and got charged more to enter a historical site, I'd be ok with it, as long as it wasn't exorbitantly more. But if it were, I'd just not go at all.

And we already do this for state things, where state residents can get into things cheaper than out of state residents, partly to encourage in-state tourism in the off-season, and because state resident taxes are already paying for some upkeep anyway. I don't think it should be a big deal.
