There has never been a flood in modern history in the Kerrville area comparable to how quickly this one rose. It's the highest the river has ever gotten and it happened in an hour or two. The spill way is the emergency feature. Other than intentional activation for testing a spillway should never be used.
Having a spill way that scales up means that if you have underestimated your water flow it can start to dump water in a progressively rising manner. Not just going to 100% flow and dumping 10 feet of water without any choice.

See the bottom of the bucket? What if you started letting out some water when the level was that high? As the water level rises more water flows into the spill way. The effect on the downstream is a constant raise if flow, until at the highest level the whole spill way has water flowing.
