Do you even fucking know what kind of geography the place has? It's the Texas hill country, with lots of limestone karst shit going on, all it takes is one rain storm fucking around over the same place for a couple of hours and anything like a valley can get flooded in minutes.
Just a couple of weeks ago, people were waiting at a stop light when the dry creek bed that the road went over suddenly got hit with almost a wall of water.

We had a big one a while back, in Detroit. We have Hines Drive, which is an amazingly good idea. It is an area that is a long park that follows the Rouge River. Normally it is one road and parkland on each side. During a flood, the whole thing becomes part of the Rouge River, and the road is closed. Then when the river recedes it is used as a park again. No buildings, but bathrooms, that are flood resistant.

Nigger I’m from Asheville where we got BTFO by Helene last September and when you live in the mountains or like what happened here in hill country in Texas the water literally has nowhere to go except down into the valleys… People have no clue how fast those flood water currents are. It’s not like flat land where the water steady rises and dissipates, it comes in like a wall of water and rivers can rise 10ft in minutes and when the water is rushing through the valleys it’s not like some where that’s flat and there really isn’t any fast current, it’s like trying to swim in whitewater rapids full of debris.

In Florida, they are super smart and just build a canal parallel to the road. They get torrential rainstorms, and the roads never get flooded. Basically, you just provide a place for the water to go.

That happened to me in Virginia. We was camping up on the ridge and saw the storm coming, so I went down to move the truck to higher ground. Just as I was crossing Copper Creek, the wave came through and about knocked me off the bridge. I tried crossing a creek near my house because I was drunk and had the smart idea to try and walk to the store to get more booze and found myself in over waist deep rushing water with the muscles in my legs burning from trying to fight the current and suddenly realized how fucking stupid I was being. I then turned around and started going back home and knew if I slipped I was not getting back up and could only shimmy my feet slowly for about 50ft back through the water because if I tried to lift my foot up to take a normal step then I was going lose my balance and fall down to get swept away.

Surely there are some decent techniques to deal with karst. It's not solid granite, and from what I know, it is fractured. Some carbide bits will make short work of it. Have you tried digging it, or what?

One of the funny things that came out of the VietNam war was the fish-ponds. The US bombed the fuck out of them, making bomb-craters. The Vietnamese let them fill with water and used them to this day as fish-ponds so they get some fish to eat. I'm not recommending this method of making holes in the karst. Too impractical. Just thought I'd mention it though.
