IQ is correlated with a bunch of different positive life outcomes (having money, getting married, not being addicted to drugs, etcetera). It doesn't ensure those things, and it's not a perfect measure of intelligence, but it is a meaningful metric and does more or less capture what it purports to

The argument is essentially that IQ does not correlate well with income or educational attainment except at the very bottom levels (you are less likely to make 0 dollars a year if you're not functionally retarded).
He also notes that most of those studies comparing IQ across countries don't even have data sets for a lot of the countries involved, them being 3rd world shitholes and all, so they use ethnicity data as a proxy.

On the first point, this is a lot of what Charles Murrey had warned about in The Bell Curve. In the first chapter of the book he discusses how, historically, these things were not as meritocratic as they were by the time he had wrote the book.
