Russians use bikes as vehicles to move around pre-frontline area, and that area is kinda safe from weapons fire, but NOT safe from drones. APCs were used too but they would get drone'd with 100% chance, killing most of soldiers inside.
Bikes are faster, significantly cheaper and easier to get than APCs. And even if drone sees a group of soldiers on bikes, that said drone will take out one guy while others spread out and make it to "safe".
