Apparently only one portion of the camp was in flood plain but the entire camp was surrounded by it on 3 sides. They also didn't react fast enough to get out of there and didn't think it would be as bad as it was. The Hill Country is a harsh, dangerous place. Very popular with churches. I remember going myself as a pre-teen.
Most of the staff are temporary for a particular week. Counselors are vetted by the churches.
They should be safe. Scout camps and others designed for sports or other hobbies, not so much. I wouldn't trust them.
