1 tractor with scoops
2 bobcats with scoops, forks, etc
1 large plate compactor
1 ridiculously expensive and overly complicated level
54 lots worth of exterior plumbing
54 lots worth of framing lumber
54 lots worth of rebar to tie for the driveways and garages
54 lots worth of interior plumbing
54 lots worth of interior wiring
54 lots worth of geothermal
54 lots worth of ducting
54 lots worth of finishing lumber
54 lots worth of landscaping materials
54 lots worth of bricks for patios, walkways, and common areas

The Bureau of Land Management controls all the land that hadn't been claimed by homesteaders by 1976. Lincoln wanted this land to go to the American people to populate the west. Congress arbitrarily ended the homestead act so the government could keep the land.
This is not National Parks, National Forests, or Military Bases.
This is one example of many of the government preventing citizens from building something for themselves. It also infringes on western states' sovereignty disproportionately.
