Why would Texas allow residential and commercial building in the floodplain of a major river?

Most of everything is built within the ranges of flood water. The government should make it known but then allow people to choose. It's often why golf courses are put into river valleys, while not great for things they can flood without losing everything. Sometimes people ignore those warnings and build structures that really shouldn't be submerged. I mean I know of a city called High River, and guess what floods every fucking year? It's not the fictional High Above the Flood Plain City, but the real High River.
