The reason that laws and rules work in a society is that the state is the ultimate arbiter of violence, no one human can fight the state and expect to win. If enough humans get together then they can overthrow the state, but that simply results in a new state with new people in charge.

And China would be able, eventually, to shit to a different customer base, but it will be a painful process and America is such a huge customer base that China will find it hard to make up the difference.
