Let's say that you get him copy back, then what? His party would be marginalized and would get nowhere in current Germany. Even back then it took him years of political campaigns to get elected and originally with a coalition of other nationalist and Christian parties.
Current Germany would just ban his party if he ever got really popular and no one would form any coalition with him. His own book would be banned in Germany too.
Even if he rose to power somehow, then what? Germany is in EU and it's controlled by the US. EU is anti-nationalist to it's core, and they were created to keep nationalist parties away from power. At best, Germany would be allowed to replace Ukraine and fight for US/NATO hegemony against Russia, and then get hit with Nukes in the process.
Finally, how would any of that benefit to Romania? Different times, different geopolitical situations.

If Romania would ended up with such leader, they would had been sanctioned, bombed and destroyed in the same year by Europe. Germany could at least be used as pawn against Russia but there is no scenario where US and Europe allows Romania to create a system and passes laws like the those of Third Reich. Brussels didn't even allowed much, much more moderate politician to even participate in their last elections. He won in first elections and the elections were declared not valid and then he was banned for second elections, and he was nowhere close to Hitler in his views.
