Solar in urban areas is a better idea than solar in the middle of nowhere since it eliminates the two biggest issues preventing solar from being practical: transportation (of both energy and parts) and land remediation. Supplies for solar panels are already regularly transported to cities, there's fucking solar panels on construction signs and lights, the people who can repair them live there, the energy demand is there, and you already have a bunch of open lots not doing any-fucking-thing. Putting them in parking lots is also a better alternative than the current one which is putting them on rooftops where they're a difficult to maintain fire hazard.
