Yeah one of those Israeli-Arab wars was going on at the time and the intention was probably to pin it on Egypt or something and pull us in to intervene directly instead of just giving them money.

Fun fact - the statesman who was the US's biggest Israel simp back in the early Cold War and who initially got us wrapped up with them expressed great regret after the Liberty happened and from then on said we should have never gotten involved with them.
