Looks like those flags encroach over the property line. File a police complaint for trespassing, then a code enforcement complaint for encroachment and not planting flags with a proper setback off the property line, then hire an attorney and see if there are any civil causes of action against the neighbor. Good time to get a property survey done too, just for documentation purposes to be absolutely clear precisely where the property line is. Then plant whatever sort of tall, fast growing hedge you can get away with per the zoning code.

All of it might go nowhere, but the process is the punishment. It's real fun to post his kneejerk reaction on reddit. It's not so fun when code enforcement comes around and fines him for this or that.
