The only people who can REASONABLY be put on the hook for student loans are the lenders and taxpayers. And since 2010, thanks to Democrats and Obama, taxpayers ARE the lenders for most (90%+) student loans. There's no legal mechanism for recouping anything from colleges. That money is GONE, spent, cannot be retrieved.

Holding people accountable for their loans, especially if done in a very public way that causes a lot of squealing, will discourage people from taking out future frivolous loans.
You can also constraint future lending practices and make federal student loans harder to get.
Trump is using various other means to attack Universities to get them to eliminate bogus degree programs and comply with civil rights laws (withholding federal grant funding for scientific research, denying visas to foreign students, revoking nonprofit designations, taxing endowments, and so on)
Solving the problem of existing debt and starving the beast aren't the same problem.
