It means you have to be "under the jurisdiction of the US government" in order to qualify for citizenship under the 14th Amendment. So the children of tourists lose their citizenship, but if both your parents are legal immigrants then of course you're a citizen if you're born here because you're under US jurisdiction and not some other country.

Wouldn't this be completely a federal matter?
How could a non-citizen pop out a kid in Ohio and that kid not be granted US Citizenship, yet if it's done in Michigan the kid is now a citizen? How does a state have any say in who gets citizenship when that kid could just be born in a state that says they are a citizen and then just run back to an Xed out state and it not matter. This doesn't make any sense and is open to tons of legal scrutiny. The entire birthright bs needs to be nipped in the bud completely for this to work.

It is a federal matter, POTUS signed an Executive Order which is FEDERAL POLICY and the states are in OPEN REBELLION refusing to ENFORCE FEDERAL POLICY.

Those 22 states have statewide injunctions preventing the Federal Policy from being put into effect basically freezing them until it goes through the courts which is now SCOTUS which will make a ruling on the merits (Constitutionality) of the order in late October.

BUT UNTIL THEN (October) the Federal Policy goes into effect in the 28 states with Red "X"s because they DO NOT have statewide injunctions from a federal judge preventing the policy from going into effect.
