His "wars" (Desert Storm and the invasion of Panama) lasted only for a few months total, and they were sweeping successes against corrupt former CIA puppets, not protracted regime change forever wars against actual independent foreign leaders. Overall, his handling of the fall of the Soviet Union - his and Baker's prescient warnings about Ukraine and NATO specifically and his standing up to the Israel lobby make him a successful foreign policy president.
