Even real handguns kinda suck at killing because, unless you get into really fancy projectiles or guns too large to properly carry concealed in most environments, the bullets just make "ice pick" wounds. The permanent wound cavity is smaller than the diameter of the bullet. Unless you hit something vital, they'll probably live and even be able to continue fighting in a lot of cases. It's why you need to focus on shot placement and keep shooting until the threat ends.

In the Netherlands, unlike in Germany and most other European countries, gas powered rifles are entirely unregulated.
So they have no strength limitations. And no registration is required, you just have to show you're 18+.
You have to put them away if you want to travel m with it though.

The reason why it's unregulated is because criminals don't use them. The people who use them are mostly farmers. I guess criminals don't consider them cool enough.

The trick isn't making a lethal projectile, the trick is making a lethal projectile that carries a roughly flat trajectory over a decent range, the problem with say, a .22lr round isn't lack of lethality, it's that you can't make a 200 yard shot with much hope of accuracy even without wind being a factor.

Have you watched one of these competitions? guys making a 500 yard .22lr shot show on their faces just how much they were excited to make it.
.22lr tend to be supersonic rounds, and given their low weight there is a slight alteration of trajectory at the moment the bullet breaks the sound barrier. It's why .223 rifles are preferred for varminting (.223 being a heavier round), though I stick with the .22 just because the gun was free and I'm not making a huge investment just to shoot some squirrels, the bullets I write off because they come out of the catfood budget.

Thanks to thermoaerodynamics, the air inside the chamber gets so hot it damages the barrel, so it can only shoot a few rounds before having to replace it, you would need to create a vacuum inside the gun for this not to happen

This and the energy needed to power a railgun means it can only fit on ships or buildings

Without wind, yes. My scope even has crosshairs for 200 yards with .22lr, on a perfectly calm day I'll make those shots, but depending on wind I prefer to stick with 50-100 yards. I shoot hundreds of ground squirrels every year, I'm no slouch with this, I just understand the reality of what can be shot reliably and repeatedly vs. a one-off shot where you push your luck for competition purposes.
Although shooting a 6 inch squirrel at 200 yards is a bit of a different task than shooting a 6 foot man at same.
