Azazel built the tower to attack and conquer heaven and re-enter it
Attacking the enemies fortress (heaven) to reconquer it is a common theme in Masonic made movies, like Battle Angel Alita

Dogma, two fallen angels (Azazel and Samyaza but called Loki and some other name I forget, try to get back into heaven)
Star Wars, Luke and Han attack the Death Star (heaven)
and so on
Battle Angel Alita then is yet another of these movies where Alita (Azazel) has to attack Zalem (heaven), though they need a sequel to show that part.
