It's the handful of people who organized and oversaw the summer camp that had the responsibility to ensure safe conditions and to research all necessary information, in particular on expected weather conditions. Had they taken their job seriously they would have known about the notoriously reoccurring flooding there or at least about the weather warning. We have a similar death trap in the Ahr-Valley where 135 people died in 2021. You don't camp for fun in such regions, you pick a region that has a record of being safe to stay in.
