Basically, good people die in this world even though an "all-loving God" exists. How can that be? Well, consider if that didn't happen. Consider a world where "all-loving God" is taken literally, where literally nothing bad ever happens, where humans are physically incapable of making bad choices.
That's hell. Hell is the absence of God.
I think the all-loving part comes from the creation of an existence, that's probably the ultimate gift. Imagine if nothing existed, that would suck.
