I know about cloud seeding and I've entertained the thought, nevertheless, regardless if is the reason or not in this specific case, it remains very likely true, that the warning system, if it exists, is some basic remnant from the 80s or 90s, and does not use the newest technology, with multiple sensors for rainfall, soil humidity and what-not, to estimate as closely as possible how much rise in how much time happen and where.
We have topopgraphy, we know how the water runs off, if we know how much water the soil contains, we should be able to know with the exact amount of rainfall known where it'll rise and by how much.
It's a question of how much information is avaiable to predict the future.
But yes, cloud seeding, what a headline, but it is more speculative and less substantial than fucking getting a 21st century warning system.
