Sports that Indians do manage to get success in, like cricket, are full of so many fixed matches and corruption that it almost kills the sport entirely. Real answer: Political interference and corruption from government bureaucrats is a big issue. There's also cultural apathy towards sports by the population and people think playing sports is a "waste of time" and you are expected to only study.

Indians compete with eachothwr and feel superior to anybody they consider lower in social standing than them (not unlike every other nation). The problem with that in regards to the Olympics is that though India has a massive population their average height is something like 5'4" which isn't going to compete in most of the more physically dominating sports. This remives something like 90% of the population from ever even having a chance at being athletically competitive. Since India is competitive against its own they still compete amongst themselves for who can be top of the dungpile in their own country.

They can't simply because it doesn't matter and they know that India as a whole isn't top of the athletics spectrum.
