The banned page is as old as this website.
It's where you go when you click the "error you're banned" text

The page is for explaining why you're banned, to appeal it if possible, to check the status of your appeal, and if you're not banned it'll just tell you so.
Stop seething over it

The website uses different captchas, at one point they were running 4 completely different verifications on top of each other
The big report and banned page verify through h captcha, they used to use Google recaptcha.
It's better that was because when one captcha breaks you can use the other to report shot to the mods and you'll never get locked out of both the website and the bug report page at once
