It was a peace deal. It didn't materialise because nobody could agree on it exactly. Hence any war continues. The specifics where what territory is whose and Ukraine's status after.

Ukraine refused to recognise Russian claims. It still has fortress cities and troops stationed in most of the counter claims. Further it sought security pacts and ascendancy.

What fucking minerals? They're conjecture, unless there's stability. They're in the ground. Ukraine didn't have vaults of them. Any stockpiles would've been sold funding any war already. Any rights to extraction tried to guarantee peace by placing corps in to redevelopment and produce, but it has failed on the specifics of an ongoing conflict.
