I suppose it's possible. SS was arguably the last warrior order. A similar faction could have a place in modern warfare. But modern weapons can kill so easily without extensive training that it would be entirely at the discretion of the regime they served. Not like in the past where it was a balancing act between the government and the warriors who were a necessary component of the nation.
