They pull moisture out of the air basically, it only works in air that is already high in humidity. It doesn't last long as the materials they use to do it are slighlty heavier than air, the effects are also generally localised.

If done in front of a front then it can quicken long term cloud formation for a short while, but fronts tend to develop them anyway by nature of being fronts, so it's not an effective usecase there.

Flooding takes a lot of water and cloud seeding just makes one cloud rain at a time (whichever ones you seed) and can't make rain out of a clear sky. To get a flood you would need an actual rainy day with the whole sky raining. The seeding might have increased it a bit but its impact on any flooding would be marginal at best.
