Drones are to slow to be recognized as target, APS where designed to attack. Even a lowly RGP7 fly at speed exceeding 300km/h or 90m/s at their intended target distance, drones don't even fly half of that.
Also russian have developed the RGP30 thats a hard counter to APS systems.
