Gaza has tunnels that take them to North Sinai in Egypt so they don't care, they can go back and forth and can do this forever. Israel said their top priority was finding all the tunnels at the start, they seemed to have given up on that idea and Hamas are likely building new tunnels all the time. Israel would have to invade Egypt and re-take the Sinai peninsula for it to stop, but that's an escalation nobody seems to want right now. North Sinai is basically anarchy because it was ruled by ISIS for a decade, debatable how connected they were to Hamas but they didn't come from nowhere so the Egyptian government may not have that much say in what's happening. Being in Hamas is about how much access they have to North Sinai.

El-Arish, biggest city in North Sinai next to Gaza. It also has an airport that was intended for Gazans. Gazans usually go there for medical treatment.
