Because of the legacy of the 1% rule Americans Black and White identify anyone mixed as Black. This is obviously ridiculous and recognized as such anywhere else in the world.

This is the root of the racial issue in America it was the black people mixed with white most 50% at least who were smart and driven enough to fight back.
