In either case, you need someone with an IQ under 80 to do it, and those people aren't the kind you can send on an intercontinental trip to sneak into the U.S. resource explosives, and conduct a successful attack.
TL;DR: Muslims are generally too retarded to commit complex suicide attacks in the west. Also, after 20 years most of the intelligent jihadists are dead, in jail, or gave up.
