That poem was written a thousand (or even more) years ago by someone who had no conception of niggers. When it speaks of "foreigners" and welcoming them into your hall for the night or whatever, it is saying this in the context of an all-white society. It did not mean to include sub-human apes from a completely different continent thousands of miles away which the author never even knew existed.

And I'll admit I never read this text in its entirety, but while you cherry pick certain things for your narrative, I'm sure there's much that you are omitting here also. For example, it probably says a lot of shit about guests outstaying their welcome beyond a certain point and condemning nigger-like behavior.
