Half of NASA is literally a make-work project from the Obama era. Obama tried to cut some obviously waste from NASA and it was going to result in some job losses so he reinstated it entirely just to keep jobs. That's why people were asking why NASA was spending money on developing rockets and space capsuls when SpaceX already does it cheaper. NASA is supposed to be about funding things that would never be made in the free market.
