i've argued with the guy who made that image in a few threads
basically, he saw that there were similarities between runic letters and phoenician letters, created a bizarre conspiracy wherein jews traveled to europe and planted ideas in the local populace which would evolve into paganism, in order to subvert europeans from worshiping the one true god.
yes, his assertion really is that jews invented indo-european religion
as for why runes look like phoenician; it's because the ancient greeks basically stole the phoenician alphabet around 750BC
the etruscans then stole that alphabet around 700BC, which immediately split into southern etruscan and northern etruscan (rhaetic)
rhaetic is the most likely candidate as the alphabet that the runes were based off of but nobody knows how or when. the earliest rhaetic inscription is dated around 100BC, and the earliest runic inscriptions come from around 50BC-50AD
but the interesting bit is that the earliest runestone is in fucking norway, so at some point some germanics visited the alps, picked up their alphabet, then spent a century migrating to scandinavia and finally started writing shit down
