out-of-control religious law and caste.
High caste Hindus aren't allowed to handle or clean up excrement. That's for low castes. It's literally breaking religious law if they clean up shit, dead animals, and other filthy stuff. If they do it anyway, or if they touch it by accident, they have to do elaborate and annoying purification rituals.
You might think this would make them super clean and obsessed with cleanliness, but it does the opposite. When there are no low castes around to clean things up for them, high caste Hindus deliberately ignore filth, because they can't clean it up, and it's easier to pretend they don't see it. Even if there are low castes around who could clean things up, the high castes almost feel it's beneath their notice and they shouldn't have to tell them to do it or acknowledge it in any way. The high castes run India, and they're conditioned pretend they don't see filthy things and they're not a problem.
