But according to the Kremlin, all of these problems are the result of Russia not having enough land and natural resources to dig out of the ground. It's not so strange, Russia is extremely rural country, indoor toilets don't make sense when you don't have central sewage processing or water treatment and all pipes freeze over during the winter. You just have an outhouse which is easier to clean and maintain. That's the sensible move and entirely expected by the geography, not the kind of "we have toilets but choose to shit on the streets anyways" thing you find in India.
