For your first question, real unironic pedos who go for pre-pubescent children go for basically all ages. Think about it logically, if you were trying to blackmail someone, your priority would be to get the material first. Like if the guy is married, you set up an affair with a very attractive young woman.

Now, there may be powerful people that already cheat on their wives but might still want to maintain that she's legal and in fact if you were to bring out the very illegal stuff right away it might be obvious it's entrapment/blackmail. So you push it to the limit, like where she's just turned 18-19 and you set up the interactions, like at an official event. But also if they're willing to go for 18, it's not hard at all for the blackmailers to procure a 15 year old and lead them to believe they're 18 if they needed. But this is so they have more leverage over the person now, it's breaking the law + affair now.

I also strongly suspect that if the people blackmailing tried to do something like get them into 13 or younger at the very beginning they might not do it and break ties. I suspect that for this type of operation, some kind of grooming of the target also happens. Where they engineer the affair first, a nice pretty young (but legal) girl, and then after they feel comfortable with that, it starts to get younger, and younger.

If you look at someone like Bill Gates we know one of the people he had an affair with via the Epstein network was this 19 year old Russian woman. So that might be how it starts. Older men, in sexless marriages, are presented with temptations via the official "functions" at the foundation (charity events and so on).
