Councils are basically local governments. They organise garbage collection, maintenance of public facilities like libraries and shit, they make laws about local zoning and traffic/roads and shit.
The main thing they control in terms of your house is planning permission for large building projects. E.g. you can't build a second house in your garden that you rent for 20 migrant slaves. You can't add three stories to your house and convert it into a mini high rise in a street of single-storie bungalows. Things like that.
Some things are idiotic, that's true - e.g. you also need planning permission to extend your house backwards into your garden, even though it'll be invisible from the street and you don't intend to sublet it. (There's a threshold you can do without permission, but it's like 5 meters or some shit.)

Point is, for actual day to day life, councils don't really restrict anything. Nobody's gonna tell you not to mow your lawn. Nobody's gonna tell you you can't give water bottles to delivery drivers. Nobody's gonna tell you you can or cannot build a fence or a gate (for that matter it's very normal to have a fenced in front garden, I find the american suburb style where it's completely open very weird - it might as well be an extension of the public lawn at that point). You'll have rows of streets where some houses have completely paved front gardens with 3-4 cars parked, some have a soulless cement pour, miserable and poverty looking with weeds poking out of cracks, some have built entire flower gardens with a whimsical winding path to leading to their front door. Some will have thick hedges blocking any visibility, some are completely open. Some are going to be completely unmaintained and overgrown with weeds and meter-high grass.
