I'll make some statements of fact and have you work it out.
1. The "chemical precursors" China exports are exported to countries all over the world with legitimate uses. Even fentanyl itself has a legitimate pharmaceutical application. China exports all types of raw materials and chemicals. They have no control over how foreign countries use these things and are not culpable for them. If they export fertilizer and foreign countries use it to make a bomb, that's no business of theirs.
2. The drug apparatus I'm talking about is the domestic drug production and drug distribution system endemic to North America. Again, fentanyl distribution is not unique. How come there is so much heroin, ecstasy, cocaine etc on the streets of North America? These things don't happen by accident without the collaboration if not direct coordination of the state apparatus. You don't see Singapore or China with a drug problem. How come it's an open secret wall street finance bros, Hollywood execs, and US politicians are all high on cocaine and yet there have been no ICE-equivalent clamp down on them despite the war on drugs having been waged since the '60s? It's because the drugs are being pushed directly by the state. Drug companies/plants inside the US are directly manufacuring most of these drugs with the blessing of the FBI/DEA, if jot run by these two departments. The minority of illicit drugs that come over the border or by sea are also easily prevented if they actually wanted to. But border patrol, longshoremen, and FBI/NSA/DEA are all working together to prop up the system.
