Russia was rapidly industrializing pre-WW1. In fact, the very reason the bolsheivk revolution happened is because of the newly developed middle class after Witte's economic reforms. Russia by 1914 wasn't backwards at all, but it need at least 5-10 more years to catch up to Germany.

Not even relevant tbch he defended the country's sovereignty during a crisis period and took the reigns from a literal drooling retard ruler who sat around and did nothing despite whilst Russians and Turks threatened to slice up the country despite being set up to be an autocrat.
