so in the US most municipal projects suck and take forever for 2 reasons.

1. they're buddy contractors. the mayor's wife's cousin type shit. they don't give a fuck about about the job or the quality.

2. or they're municipal union employees. so you might have one guy doing the job and 4 guys standing around. 1 guy doing most of the work will take time.

in China sure they work fast but the quality of the workmanship and materials are shit. China just does shit to keep people busy and employed.

if you're an African, who has dealt with China and the US, you're naturally going to favor China because the Chinese will build infrastructure quickly with Chinese labor and materials. the US version will cost 100 times more because every bureaucrat and NGO on the chain will take a cut of the funding ballooning costs. they'll hire local labor, people who know fuck all, and the project will be shit.

they're both doing it to extracted as much wealth from Africa as possible. however the Chinese model at least gives you something that might last 10 years. by the time the American shit is built, the Chinese shit will be crumbling.
