Their primary occupation is hiring engineers to verify that yup, there's still a bunch of rare earths there to drum up an excuse to issue a new round of investor financing.
This makes them a great penny stock to trade as the price reliably oscillates between new issuance lows, slowly growing hype that *this year* Congress is going to take our total reliance on Chinese exports seriously, followed by another engineering survey then another round of investor finance.
Rinse. Repeat. Easy if modest gains if you time it right.
Point being I was doing this well over a decade ago and you'd think with, I dunno, China threatening a total embargo on rare earths that Congress might get on that whole domestic production thing.
Unfortunately for any would be day traders out there they already did the survey 2 months ago and thus are at the apex of the cycle, but in a year or two the investor capital will run dry and you'll be able to pick it up $1.50 a share to ride the next hype train to nowhere.
