Look at these two statues, both very similiar but in important ways completely opposite.

Just like the statues, the Nazi building resembles a fortress, it's designed with defense in mind, atleast subconsciously. It does not decorate itself with anything flimsy, for they may be easily destroyed. It closes itself off from the world, fearing everybody is its enemy

The renaissance building on the other hand is open and grand, the terminus fountain of an aquaduct, a public amenity. It's windows even have pseudo balconies, as if it's inviting people to walk out onto them and greet the people below. It is not concerned with war because its borders are so vast and distant from this building that it does not even consider the possibility of being attacked, and even if it did, it is from a culture that is so strong that it is confident it could easily rebuild it, decor and all.

It is true that I've had little opportunity to truly immerse myself in literature but I've been slowly learning Latin and there are many things from them that aren't simply military that I've enjoyed. There were many other motivations to also consider from that time. Brutalism was a global artstyle at that time, the entire west was doing some variation of it so it makes sense that some influence of it would appear in nazi architecture as well. And it makes sense for the nazis to be a bit fearful - they were already set out on a part to challenge the rest of the world and coming from a weakened country that was recently defeated. They wouldn't have the security and confidence in their borders like ancient Rome would. If they have won and lasted a few hundred years I'm sure their architecture would have significantly changed.
