There were many other motivations to also consider from that time. Brutalism was a global artstyle at that time, the entire west was doing some variation of it so it makes sense that some influence of it would appear in nazi architecture as well. And it makes sense for the nazis to be a bit fearful - they were already set out on a part to challenge the rest of the world and coming from a weakened country that was recently defeated. They wouldn't have the security and confidence in their borders like ancient Rome would. If they have won and lasted a few hundred years I'm sure their architecture would have significantly changed.
