You need the industry to not only create the weapons but build them at scale so the only way that happens is if the government invests lots of taxpayer money to fund that which they won't because they can't because it's economically and politically not viable as it will come at the cost of social welfare programs, tax increases and increasing the age of retirement which the government won't do because then they're no longer the government

If Europeans are going to pay for new stuff to give to Ukraine, it'd be better to order from European companies than American companies. That way, the money would stay in Europe and the money would help strengthen the European arms industry. There are European analogues to almost every weapon the US sells, however the European companies need firm contracts signed before they can start ramping up production.

The money is supposed to be spent anyway. There was a new NATO pledge of 5% of GDP on defense. Some countries like Poland and Lithuania were already going to spend 5% of GDP. But instead of placing orders with European companies, many European countries buy most armaments from America and South Korea because that is easier and because it curries favor with the White House
And now European taxpayers are supposed to commit to pay American companies to build new weapons to be sent to be destroyed in the never-ending money-furnace that is Ukraine

They're paying less in the short term because they're buying a finished product rather than spending money developing the industry and also spending on research and technology in the long run it would be profitable for them but currently European governments aren't in the economic position to invest the capital needed to create it politically it will be unpopular as it will lead to austerity in order to fund it would result in riots, protests and strikes which would further hurt the economy
