Right now European taxpayers are paying to build up the American arms industry rather than paying to build up the European arms industry
European taxpayers are paying anyway, but they're getting less security for it because they build themselves into a dependency on the Americans

They're paying less in the short term because they're buying a finished product rather than spending money developing the industry and also spending on research and technology in the long run it would be profitable for them but currently European governments aren't in the economic position to invest the capital needed to create it politically it will be unpopular as it will lead to austerity in order to fund it would result in riots, protests and strikes which would further hurt the economy
