Let's talk about the reality of the situation. Russia annexed four oblasts of Ukraine. It holds just about all of Luhansk, 3/4 of Zaporizhzhia, 2/3 of Dotensk, and over half of Kherson.

For Vladimir Burmay, a former Russian National Guard officer now living in the United States, the past is a relentless pursuer. It haunts him from across an ocean, takes the form of cryptic messages from former colleagues, and manifests as an international arrest warrant bearing his name. The charge is terrorism, but the story, like many that emerge from the labyrinth of Russia’s security state, is far more complex. It begins not with a plot, but with a leak.
In November 2018, in the spa town of Yessentuki in Russia’s Stavropol region, an officer of the Federal Security Service, or FSB, named Dmitry Voronov strangled his wife, Inna, fled into the woods with a shotgun, and killed himself. It was a sordid, tragic affair, allegedly sparked by the wife's rumored infidelity with a local judge. The regional FSB, in a move typical of the agency’s obsession with image control, tried to bury the story. Moscow was not to know.
But the story got out. A 15-second voice message, recorded on WhatsApp by Burmay—then a weapons inspector for the National Guard—confirming Voronov’s suicide, was forwarded by a superior and went viral within the local security apparatus, accompanied by grisly photos from the scene. The leak enraged the FSB’s regional command. Someone had to be blamed. That someone was Burmay.
Burmay insists he was a scapegoat. He had a reputation as a by-the-book officer, a man who had once refused orders to revoke the license of a local businessman who supported opposition leader Alexei Navalny. He had even initiated a collective lawsuit against his own ministry over labor code violations. This history of minor insubordination made him a convenient target.

He suffered a hypertensive crisis. Finally, he asked a superior, "Will you leave me alone if I resign?" The message came back from the regional FSB chief, Sergey Kmenny: "Punish with all severity." Burmay resigned, but was told the persecution wouldn’t end. "I was glad to have resigned from that stinking shit," he recalled. "A normal life began."
But a normal life was not in the cards. In October 2022, the state came for his friends. A group of local bikers, with whom Burmay was associated, were arrested. The FSB claimed they were a terrorist cell, planning to firebomb a military enlistment office. The evidence, their defenders assert, was a fabrication of planted Molotov cocktails and confessions extracted under torture. First, they arrested Sergey Dudchenko, Kirill Buzmakov, and others. Then, they took Nikolai Murnev, an auto mechanic and father of four. Burmay was told he was next. He understood the old Soviet principle was at play: "If there's a person, a crime will be found." He fled, crossing into Georgia just hours ahead of his planned arrest.
From the safety of the United States, Burmay has watched the case against his friends unfold with horror. The human rights group "Memorial" has recognized the men as political prisoners.

The case is currently before the Southern District Military Court in Rostov-on-Don. The outcome for some has already been decided. One of the accused, Kirill Buzmakov, died in July 2024. His lawyer and fellow defendants allege this was the result of torture in detention; after his jaw was broken during interrogations, he was denied adequate medical care for over a year. By the time he was released to house arrest, doctors had to remove his jaw and tongue. He breathed through a tracheostomy and ate through a tube until his death.
The FSB now uses the 2018 leak as leverage, pressuring Burmay to return and testify against the two remaining defendants, Dudchenko and Murnev. He is a man caught between two impossible choices: remain in exile under the shadow of a terrorism charge, or return to Russia and become a cog in the very machine he tried to escape. "Most security officers hate Putin, but they fear reprisal," Burmay says. "If someone shows disloyalty... a civilian has a chance to get off with a light scare, but FSB officers do not."
