That's not how it works. "Discovery" only includes relevant information to the case you can't just ask for whatever you want. So if you sued you could ask for say emails the discuss the file and why it should or shouldn't be released but you couldn't request the files themselves as they are not relevant to the actual issue at hand.

In theory you could sue under the FOIA but that law gives the government tons of wiggle room in denying things so you'd quite likely fail.
