Because regular corn syrup is 100% glucose and glucose induces a weaker sweetness sensation gram for gram than fructose does. And taking the glut of corn we already produce and chemically treating it to be 50% fructose is still cheaper than switching over to dedicated sucrose producing crops. This is doubly true considering all the secondary markets that exist and are adapted for the byproducts of corn growing and harvesting.
